I am looking for a publicist with a good history of marketing the CIO, Director and IT department’s accomplishments internally and externally.
Preferably in Southern California.

I had the opportunity to develop a couple of "business value of IT" documents for a client. These combined business metrics identified in IT's strategic plan with some good marketing - case studies, testimonials, some benchmarks, and good writing.
For one of the documents we had few metrics and the help of a marketing firm. For the next one, we had lots more meat and no marketing firm. I believe the latter was received more favorably. My experience with the marketing firm was that they tended to write fluff and over-inflate the accomplishments; we had to tone it down and keep it believable.
I suggest teaming someone on your strategic planning team who has a sense of metrics with a good marketing writer/publicist. I'll send some other thoughts directly.
