New CIOs at ELM Resources, Axis Capital and more

Still catching up on CIO announcements from last week...

On June 29, ELM Resources announced that it had hired Rich Garner as its new SVP and CIO. Garner
is responsible for the product development strategy of the student loan servicing company's new and core services, ELMNet and ELM National Disbursement Network. He most recently worked for IBM, where he was in charge of introducing new products and services to the market, managing the company's advanced technology efforts, research and development at two of IBM's supercomputer centers, and overseeing the delivery of consulting services to clients in higher education.

LinkedIn is taking advantage of the brain drain at Yahoo. The web-based professional networking firm hooked up with Yahoo's vice president of engineering for advertising systems, Anil Khatri, hiring him as its own engineering exec. Prior to Yahoo, Khatri served in senior management positions at Tandem Computers and Zaplet.  Khatri also founded and served as president of PerformQuest, an enterprise software and services company. LinkedIn also promoted its co-founder, Jean-Luc Vaillant, to CTO. Vaillant and Khatri will lead the Mountain View, Calif.-based company's engineering team. 

Raymond Karrenbauer joined insurance company Axis Capital as its CIO on July 2. He was recruited from ING Group N.V., where he most recently served as group chief of architecture and previously as CTO of ING Americas. Prior to ING, Karrenbauer was CTO of Cyberian Outpost, an online consumer products retailer and provider of e-commerce solutions. He also previously worked for Meta Group as a vice president.
 
Gary StrongAllina Hospitals & Clinics hired a former healthcare CIO as its new chief administrative officer.  Gary Strong (left) joins the Minneapolis-based company on July 16 and will oversee HR, strategy, business development, compliance, audit services, IT, communications, public relations, marketing, real estate, laboratory services and supply chain. Since 2005, Strong, 50, served as Fairview Health Services' COO.  He joined Fairview as its SVP and CIO in 1999. In 2003, he became president of Fairview Southdale Hospital & Clinics. Prior to Fairview, Strong held leadership positions in operations at Via Christi Health System in Wichita, Kan., Millard Fillmore Health System in Buffalo, N.Y., and St. Francis Hospital and Medical Center in Topeka, Kan.
