Plus CIO promotions at Stream Global Services and PharMerica Corp.

Southwest Airlines hired a CTO on August 15. Bob Young was appointed to lead Southwest's infrastructure teams, which include test and deployment, application and data architecture, tech services operations support, and tech services field support. Young flew into Love Field from a multi-billion electronics company where he was responsible for supporting a $20 billion business unit. He served as an officer and aviator in the U.S. Navy. Young earned his MBA from the University of St. Thomas in St. Paul, Minn. and his bachelor's degree from Pennsylvania State University.

Arnold "Duke" Livermore was promoted to EVP and COO of Blue Cross and Blue Shield of Florida (BCBSF) on August 12. Livermore most recently served as EVP of BCBSF's business operations, which includes marketing, sales, delivery systems, IT and service. Livermore continues to report to the chairman and CEO, Robert Lufrano. The CIO-turned-COO has worked for BCBSF since January 2000, when he was hired to direct capability development. Four months later, he was named BCBSF's CIO. In 2003, Livermore's responsibilities were expanded to include the Health Business Service organization. In 2006, he was named EVP of business operations.

Scottrade promoted Joan Albeck to CTO. Albeck's promotions comes two months after CIO magazine recognized her as a technology leader to watch. (See what CIO magazine can do for your career!) She is the online investment company's first ever CTO. Albeck most recently served as Scottrade's director of IT infrastructure. In her new role, she oversees all IT infrastructure-related design, implementation and support and leads a team of 100 associates who support the data center and corporate network. Albeck has worked for the St. Louis, Mo.-based company since 2005.

Jim Clabby, CIO of ING Advisors Network, was given additional responsibility on August 13. The financial services broker-dealer network put Clabby in charge of commissions, licensing and registration, and strategic integration, but it did not give Clabby a title change, at least not according to the press release announcing his new responsibilities. Clabby was one of three other executives who either had their roles expanded or who were moved into new roles inside the company after a restructuring.

Janney Montgomery Scott hired Robert Thielmann as its SVP and CIO and as a member of the wealth management firm's management committee. Thielmann brings 20 years of experience in running global IT operations for financial services companies to his new position at Janney Montgomery Scott.
