1. the technical background
2. the educational qualification or the breadth of knowledge
3. the essential character of the leader
4. the management ability

My personal opinion is that forward looking insight is probably one of the key characteristics. Seeing the upcoming "potholes" or risks and then having the ability to plan on how to mitigate those risks is critical.
On top of that, another key asset is plain old root cause analysis troubleshooting and then problem solving skills. Independent of the area of expertise.
